French chambers of commerce were authorized to issue emergency small-denomination notes during and after World War I to address a severe shortage of fractional currency — coins had been hoarded and metal diverted to the war effort. This regional chamber, covering three separate arrondissements in Saône-et-Loire, continued issuing well into the early 1920s as the coin shortage lingered longer than anticipated. B. Arnaud, the Villeurbanne-based printer responsible for this series, produced a large volume of provincial emergency currency across the Rhône-Alpes region during this period.
