French chambers of commerce were authorized to issue emergency small-denomination notes in August 1914, almost immediately after mobilization drained coin from circulation. The Calais chamber was among the earliest to act — the town's position as a major cross-Channel port created acute demand for small change, with military transit and supply activity overwhelming whatever coin stocks remained. Imprimerie Richard in Paris handled production for a number of these provincial emergency issues in the opening months of the war, which explains the shared aesthetic across several northern French chambers from this period.
JP#36-01 and 36-02 designate two signature variants, both bearing Siquer and Pagnier — a minor administrative distinction rather than a reissue.
