France's chambers of commerce were authorized to issue small-denomination emergency notes during WWI after the hoarding of metal coins created a crippling shortage of petty change. Bordeaux's chamber was among the earliest and most prolific issuers, with Gounouilhou — a long-established Bordeaux printing house with deep roots in regional publishing — handling production locally rather than through any national authority.
The JP#30-20 designation places this within a well-documented series, though individual print runs for specific dates within the Bordeaux 50 centimes type vary considerably in scarcity. The watermark is the only concession to anti-counterfeiting on notes that were, by design, purely provisional.
