French chambers of commerce were authorized to issue emergency small-denomination notes from 1914 onward, filling a void created by the near-total disappearance of coin from circulation as the public hoarded metal during the war. Blois was among dozens of provincial chambers that contracted local and regional printers rather than the national printing works, which was overwhelmed. L. Cassan Ainé, a Toulouse firm, produced notes for several such issuers across this period — their imprint appearing on emergency paper far from their home city.
