The Chambers of Commerce emergency notes issued across France after World War One fill a chapter that mainstream monetary history tends to skip. With the Banque de France chronically short of small-denomination coinage — brass and copper had been consumed by the war effort — local chambers were authorised to plug the gap themselves. Besançon's chamber, serving the Doubs département in Franche-Comté, contracted B. Arnaud of Villeurbanne for the job, a Lyon-area printer active in this niche commercial work throughout the interwar period.
