Emergency fractional notes like this one flooded French commerce after 1914, when coin hoarding stripped small denominations from daily trade almost overnight. The Chambers of Commerce across France were authorized to fill the void — Besançon's chamber, serving the Doubs department, was among hundreds that issued their own cardboard and paper substitutes during the war years.

B. Arnaud, based in Villeurbanne just outside Lyon, produced multiple series for this issue — the JP reference running through at least seven catalogue varieties reflects successive printings rather than distinct design changes.
