French chambers of commerce were authorized to issue emergency small-change notes during and after the First World War to compensate for the near-total disappearance of coins from circulation — hoarded, melted, or simply worn out by wartime demand. The Beauvais chamber's issues came relatively late in that wave, by which point the practical need had already peaked. Imprimerie Chaix, a Paris house with deep roots in railway timetable and poster printing, handled numerous provincial chamber commissions during this period.

Leclerc's involvement as designer is documented for this series, though his contribution was modest given the constraints of small-denomination emergency paper.
