Alais — renamed Alès in 1926 — was a coal-mining hub in the Gard, and its Chamber of Commerce issued these small-denomination notes in 1915 because the wartime hoarding of metal coinage had stripped everyday commerce of functional small change. This was not a banking institution making a financial decision; it was a trade body keeping the local economy moving while the Banque de France focused elsewhere.
Albert Éloy-Vincent was a prolific designer of French emergency chamber notes during this period, responsible for dozens of issues across multiple departments. The Brabo printing house in Nîmes handled much of the regional nécessité note production in the Languedoc.
The JP# grouping across six reference numbers reflects different date and series letter combinations rather than distinct design types.
