French Oceania's Chamber of Commerce resorted to locally-issued emergency fractional notes during the First World War because the flow of small coinage from metropolitan France had effectively dried up. The Halpin Lithograph Company in San Francisco — a commercial printer with no particular specialization in currency — handled the job, which accounts for the relatively modest production quality compared to notes printed by Waterlow or the Banque de France's own presses.
The 1916 print date against a 1919 issue year suggests the notes sat in storage for up to three years before being released into circulation — not unusual for wartime emergency issues where the need fluctuated.
