The Chambre de Commerce de Djibouti issued its own bronze token coinage during the early 1920s to address a chronic shortage of small change in French Somaliland — a recurring problem in remote colonial outposts where metropolitan France was slow to supply adequate fractional currency. Chamber of Commerce issues of this kind were a pragmatic workaround tolerated, if not formally sanctioned, by colonial administrators. Djibouti's position as a critical transit point for the Franco-Ethiopian railway made functional small-denomination exchange a genuine commercial necessity, not a bureaucratic indulgence.
