Philippeville — now Skikda — was an Algerian port city under French administration, and its Chambre de Commerce issued these small-denomination emergency notes during the First World War when metallic coin virtually disappeared from everyday transactions across French-controlled North Africa. The Moullot printing house in Marseille handled much of this work for Algerian commercial chambers, producing notes across multiple denominations for several cities simultaneously during 1917.
The reliance on a mainland French printer for colonial emergency currency was entirely practical — Algeria lacked the press infrastructure for quality fiduciary work at the time.
