P#186 is a provisional issue produced by overprinting surplus stocks of the 50 Cruzeiros note (P#172) with a new denomination following the 1967 monetary reform, when the Cruzeiro Novo replaced the old Cruzeiro at a rate of 1 to 1,000. The overprint was a stopgap — Brazil's central bank needed low-denomination notes immediately and could not wait for freshly designed stock from ABNC.
The underlying P#172 plates had already been in use since the early 1960s, which means circulating examples of P#186 sometimes show the wear of two distinct lifespans: once as a Cruzeiros note, once reissued.
