Entre Ríos issued its own provincial fractional notes in 1876 at a moment when small-denomination federal coinage was chronically scarce across interior Argentina. The Tesorería provincial — not a bank — acted as direct issuer, a fiscally unorthodox arrangement that reflected the persistent tension between Buenos Aires and the Litoral provinces over monetary authority in the post-Caseros decades.
Printed locally in Concepción del Uruguay rather than sent abroad to established security printers, the production quality is accordingly modest. Local printing of fiduciary paper in a provincial capital of that size was unusual and contributes to the note's scarcity today.
