The Banco Nacional of Argentina issued this fractional note during a period when hard coin was being hoarded and small change had essentially vanished from street commerce. Fractional paper was a practical stopgap, but public trust in it was fragile — particularly at the provincial level, where bank failures had already burned ordinary depositors more than once.
The American Bank Note Company's work for South American issuers during the 1870s was extensive, and their New York plant was producing notes for multiple competing Argentine institutions simultaneously. PS#647 sits in a series that saw limited redemption activity after the bank's subsequent reorganization.
