Guinea-Bissau gained independence from Portugal in 1974 after over a decade of guerrilla war led by the PAIGC, and its first coinage issues were struck just three years later — before any functioning domestic mint infrastructure existed. The FAO series was a vehicle the newly independent nation used to place itself on the international numismatic map while simultaneously broadcasting agricultural development goals to foreign donors and institutions.

Aluminium was the only realistic choice for a government with essentially no hard currency reserves in 1977.
