Salta issued its own fractional currency in 1987 because the national centavo had been rendered essentially worthless by hyperinflation — the Austral system introduced in 1985 was already failing, and provincial governments were scrambling to fill the gaps left by a collapse in small-denomination coin supply. Several Argentine provinces resorted to emergency paper fractions during this period, but most were short-lived and produced in limited quantities.
Casa de Moneda handled the printing, which at least gave the notes a degree of physical credibility the public might otherwise have rejected outright.
