The Mindanao Emergency Currency Board was one of several provincial currency authorities that sprang up across the Philippine islands after the Japanese occupation severed normal banking channels in 1942. Mindanao, geographically isolated and with an active resistance infrastructure, managed to sustain a functioning guerrilla economy longer than most regions — these local emergency notes were part of that effort, used to pay soldiers, purchase supplies, and keep civil administration nominally alive under occupation conditions.
Florentino Saguin's chairmanship placed him in a legally ambiguous position: issuing currency under a government the Japanese did not recognize, a punishable offense. Several similar guerrilla currency officials were executed when captured.
