Angola's 1921 fractional issues were a direct response to a chronic shortage of small-denomination coinage across Portuguese colonial territories in the early 1920s. The metropolitan government repeatedly failed to ship adequate coin supplies, and paper fractionals became the practical substitute — a stopgap that outlasted several attempts to resolve the underlying supply problem.
