Mendoza's 1914 fractional issues were emergency scrip, not provincial banking instruments in any formal sense. The national government's coin shortage that year — driven by wartime metal hoarding across South America following the European outbreak — pushed several Argentine provinces into issuing their own low-denomination paper to keep small commerce moving. Mendoza was among the more organized of these provincial responses.

Litografía Kraft was a well-established Buenos Aires commercial printer with no particular banknote specialization, which shows in the relatively modest production values typical of this series. The PS prefix in the Pick reference signals its classification as a provincial or local issue rather than a national emission.
