Issued in the chaotic months following Lithuania's March 1990 declaration of independence, these branch-issued talonas coupons were a stopgap measure introduced to restrict Soviet ruble purchases and protect local goods from being drained by visitors from other Soviet republics. The Šiauliai branch designation is notable — unlike most transitional currency, these were issued regionally rather than centrally, reflecting how improvised the entire system was. Lithuania had no functioning central bank infrastructure ready to go.

The talonas were not legal tender in the full sense; they functioned as ration supplements alongside rubles until the Litas was reintroduced in 1993.
