The International Year of Disabled Persons was designated by the United Nations for 1981, prompting a wave of commemorative issues from member states. Ghana's participation came at a turbulent moment — the country was barely a year into Jerry Rawlings' second coup, the one that brought the PNDC to power on December 31, 1981, effectively suspending the constitution under which this coin was nominally issued.
