Ghana's Food and Agriculture Organization commemorative program in the early 1980s coincided with one of the country's most turbulent economic periods — the PNDC military government under Jerry Rawlings had seized power in December 1981 and imposed sweeping economic controls as the cedi collapsed against hard currencies. A silver coin denominated at 50 cedis carried genuine irony: the face value was essentially worthless domestically, yet the metal content made it a legitimate hard-currency export piece aimed squarely at foreign collectors rather than Ghanaian circulation.
The .925 silver variant designated KM#21a exists alongside a base-metal issue, distinguishing the collector strike from any nominal circulation intent.
