Romania entered 1917 with its banking infrastructure shattered — Bucharest had fallen to German and Austro-Hungarian forces in December 1916, and the National Bank had evacuated its reserves to Moscow. With no functional central bank in the occupied capital, the Ministry of Finance stepped in to issue fractional currency from whatever printing capacity remained available in unoccupied territory.
The Army Geographic Service, primarily a military cartography unit, was pressed into banknote production out of necessity rather than expertise. That origin shows in the modest execution — this is wartime improvisation printed by an institution whose core competency was maps, not intaglio currency work.
