Romania's silver fractional coinage of this period was produced largely at the Hamburg mint (Hamburgische Münze), an arrangement that reflected the underdevelopment of domestic minting capacity under Carol I. The 1910–1914 dates span the final years of his reign — he died in October 1914, weeks after Romania declared neutrality at the outbreak of war, a political position he bitterly opposed having ruled as a Hohenzollern prince with deep ties to Germany.

Circulation examples are common; the .835 fineness was standard across Romanian silver of the era by treaty obligation under the Latin Monetary Union.
