Moldova's post-Soviet coinage program launched under severe economic duress — the leu was reintroduced in 1993 to replace the cupon, itself a stopgap currency printed on receipt paper during the collapse of the ruble zone. The National Bank had little infrastructure and contracted minting abroad in the early years before establishing reliable domestic production relationships.

KM#10 ran for over a decade with no recorded design changes, an unusually long uninterrupted run for a transitional economy still adjusting monetary policy through the late 1990s banking crises.
