Afghanistan's 1986 commemorative series licensing foreign automotive and wildlife imagery was issued under the Soviet-backed PDPA government — an odd exercise in hard-currency outreach during a period when the country was consuming roughly $300 million per month in Soviet military expenditure. These pieces were never intended for domestic circulation and were produced specifically for the international collector market.
