Afghanistan's 1928 paper currency was issued under Amanullah Khan's modernization drive, part of a broader push to formalize state finances and reduce dependence on commodity-based exchange. The Treasury, rather than a central bank — Afghanistan wouldn't have one until 1939 — acted as direct issuer, which was an administrative arrangement common to states still building their monetary infrastructure.
Pick 10 is among the earlier Afghan paper issues and survives in relatively small numbers. The watermark security feature is modest by contemporary standards, but for Afghan domestic printing of the period, its presence at all reflects outside technical influence on production.
