This note belongs to the emergency issues produced by the Indonesian Republic during the physical and administrative chaos of the independence struggle. Laboehan Bilik — a small coastal town on Sumatra's east coast — became a temporary production site precisely because the Republican government could not safely centralize printing. Dutch military operations under the first "Police Action" of July 1947 had fractured Republican-controlled territory, forcing currency production into whatever facilities could be secured locally.
The P#311B designation distinguishes this from related variants in the series. Provenance documentation matters here — attribution between the Sumatran emergency types is frequently confused in older collections.
