Russian factory scrip on polymer is unusual enough, but this note comes from a genuinely significant industrial source. The Sokol plant — formally Nizhny Novgorod Aircraft Plant Sokol — built MiG fighters throughout the Soviet period and retooled awkwardly through the post-Soviet collapse, when cash shortages drove many large enterprises to issue their own internal currency for employee wages in the 1990s. By 2007, such scrip was anachronistic; most wage arrears crises had long resolved.
Whether this was issued for actual internal use or commemorative purposes is the real question. The denomination is implausibly high for canteen tokens, which suggests a commemorative or jubilee function rather than genuine payroll circulation.
