The UN Decade for Women ran from 1976 to 1985, and Turkey's participation in issuing commemorative coinage toward the end of that period reflected a degree of official engagement with international development programs that sat awkwardly against the country's domestic record on women's rights — the 1980 military coup had suspended civil liberties broadly, and the civilian government restored in 1983 was still consolidating power when this coin was authorized.
