Turkey issued this piece as part of the wave of commemorative silver struck worldwide for the 1992 Albertville Winter Games — a program in which dozens of national mints produced authorized Olympic coins regardless of any meaningful connection to the Games themselves. Turkey sent no athletes to Albertville who medaled, and the issue was aimed squarely at the international collector market rather than domestic circulation.
KM#999 is among the more obscure entries in the Turkish commemorative series of the early 1990s, a period when the lira was depreciating sharply enough that the coin's face value was essentially nominal from the day it was struck.
