A vertical left-hand panel in Gothic script states the note's validity across the entire Regierungsbezirk Köln and its expiry date of 1 April 1924, with the series and serial designation positioned at the upper right. The lower right contains the redemption and acceptance conditions text block, dated Bonn, 25 September 1923, countersigned by the Kreis-Ausschuss Bonn with a manuscript signature of the Kreis-Deputierter. |

Landkreis Bonn — the rural administrative district surrounding the city, distinct from the municipal authority — issued its own emergency currency during the hyperinflation peak of 1923, when the Reichsbank simply could not supply adequate denominations fast enough for daily commerce. The Godesberger Volkszeitung was a regional newspaper publisher pressed into service as a printer, a common enough arrangement when specialist security printers were overwhelmed or inaccessible.
The watermarked paper offers at least a nominal security measure, though at fifty million Mark — a sum that would have been unthinkable two years earlier — the practical risk of sophisticated counterfeiting was essentially zero. Inflation was outrunning any forger's incentive.
