Landkreis Bonn — the rural administrative district surrounding the city, distinct from the municipal authority — issued its own emergency currency during the hyperinflation peak of 1923, when the Reichsbank simply could not supply adequate denominations fast enough for daily commerce. The Godesberger Volkszeitung was a regional newspaper publisher pressed into service as a printer, a common enough arrangement when specialist security printers were overwhelmed or inaccessible.
The watermarked paper offers at least a nominal security measure, though at fifty million Mark — a sum that would have been unthinkable two years earlier — the practical risk of sophisticated counterfeiting was essentially zero. Inflation was outrunning any forger's incentive.
