Landkreis Bochum — the rural district surrounding the city, distinct from the municipal Stadtkreis — issued this note during the hyperinflation peak of autumn 1923, when the Reichsbank's inability to produce currency fast enough forced thousands of local authorities, businesses, and municipalities to print their own emergency money. The Kreisausschuss, the district's administrative committee, held legal authority to issue such Notgeld under emergency provisions, though the notes' purchasing power was often obsolete within days of printing.
Fifty million marks sounds extraordinary; by October 1923 it would barely cover a tram fare.
