Hanau's municipal administration issued this 50-million Mark note at the height of the hyperinflationary spiral in 1923, when German city governments were legally permitted — then practically compelled — to print their own emergency currency, known as Notgeld, to meet payroll and basic commercial demand. The Reichsbank simply could not supply denominations fast enough as prices doubled weekly.
Brüning was a local Hanau printer, which kept turnaround short — a practical necessity when a note's face value could be economically irrelevant within days of printing.
