Stadt Neuss issued this 50-million Mark note in the summer or autumn of 1923, when German municipal and commercial authorities were routinely stepping in to plug currency shortages left by a Reichsbank that could not print fast enough. Notgeld at this denomination was not emergency money in any meaningful psychological sense anymore — by mid-1923 the public had largely lost the ability to register the absurdity of the figures.
L. Schwann in Düsseldorf was a commercial printing house, not a specialist banknote printer, which is entirely typical for Rhineland municipal issues of this period — the quality reflects it.
