The Bank of Taiwan's lottery-linked notes of this period occupy an odd category — part savings instrument, part public finance mechanism, issued to fund government programs during a stretch when the ROC administration on Taiwan was still treating its mainland return as imminent policy rather than distant fantasy. The 1960 series falls squarely in that window.

The Central Engraving and Printing Plant, established in Taiwan after 1949 following the KMT's retreat from the mainland, took over currency and securities production that had previously been split across multiple mainland facilities. By 1960 it was fully operational and handling the full range of government paper.
