The Bank of Taiwan's lottery note issues of the late 1950s and early 1960s occupied an unusual institutional position — they were legal tender instruments that doubled as numbered lottery tickets, with prize draws administered separately from the banking system. Issue 235 falls within this established series, printed domestically by the Central Engraving and Printing Plant, which had relocated from the mainland to Taiwan following the Nationalist retreat in 1949.
The lottery note mechanism was a revenue tool the Nationalist government used to encourage savings while simultaneously funding public works, with winners paid from a designated reserve rather than from general circulation funds.
