The Bank of Taiwan's lottery bond notes of the late 1950s occupied an odd hybrid position — part circulating currency, part government savings instrument — issued under a framework designed to mobilize domestic capital during the period of intensive post-war reconstruction on the island. The "Patriotic Lottery" designation reflects the ROC government's broader effort to encourage civilian participation in state financing without direct taxation, a politically sensitive matter given the ongoing conflict with the mainland.
The Central Engraving and Printing Plant, established in Taiwan after 1949 when the KMT relocated from the mainland, handled all security printing for this series domestically — a point worth noting given how much earlier ROC-era currency had been produced abroad.
