The Kiang Hwai Bank of China was a puppet institution established under the Wang Jingwei collaborationist regime, which governed Japanese-occupied central China from Nanjing. Currency issued under this apparatus was part of a deliberate strategy to displace Nationalist fiat and destabilize Chongqing's economic reach in occupied territories.
The overprint — converting a 1 Yuan base note to a 5 Yuan denomination — reflects the chronic shortage of printed currency supply relative to demand in occupied zones. Producing new plates took time and materials; overprinting existing stock was faster. The resulting notes are compositionally odd and were likely viewed with suspicion by the public forced to accept them.
