The Kuan Yin silver series ran from 1992 through 1998, issued under the People's Bank of China as part of a broader push into the international bullion and collector market during the early reform era. The 5 Yuan denomination placed these coins in an awkward commercial position — face value too low to reflect silver content, yet priced well above spot for export sales, primarily targeting the North American and European collector market rather than domestic circulation.
The .900 fineness is notably lower than the .999 silver common to Chinese Panda issues of the same period, a deliberate specification choice that has never been fully explained in official mint documentation.
