The Kuan Yin silver series ran from 1985 through the mid-1990s and occupied an unusual position in Chinese numismatic policy — officially legal tender at face value, yet produced explicitly for the international collector market at a time when China was aggressively building foreign currency reserves through precious metal coin programs. The People's Bank used these issues as soft financial instruments as much as collectibles.
The 1994 issue is the penultimate year of the series before it was discontinued. Mintage figures for this year were significantly reduced compared to earlier strikes in the run.
