The Bank of Pei Hai was a Communist Party financial institution operating in the Shandong-Bohai border region during the Second Sino-Japanese War. Its notes circulated in territory that changed hands repeatedly, and the bank issued a deliberately broad range of denominations to accommodate the fragmented, barter-adjacent local economies it was trying to bring under some monetary control.
By 1944, Pei Hai notes were being printed under primitive wartime conditions across multiple locations in liberated zones — standardization of ink, paper stock, and even plate quality varied considerably between print runs, which is why two ostensibly identical S3563 notes can differ markedly in impression depth and color saturation.
