The Shensi-Kansu-Ninghsia Border Area Bank was the financial arm of the Chinese Communist Party's wartime administrative base in Yan'an, operating well outside the monetary framework of both the Nationalist government and the Japanese occupation authorities. This 1941 issue came during a period of deliberate economic self-sufficiency — the Border Region had been under a Nationalist economic blockade since 1939, cutting off outside currency supplies and forcing the CCP to expand its own note circulation aggressively.
Pick S3656 is among the more commonly encountered Border Area issues from this period, though condition is almost universally poor given the wartime printing quality and the harsh conditions of circulation in rural Shaanxi and Gansu.
