Manchukuo was declared a state in March 1932 under Japanese sponsorship, and the Central Bank of Manchukuo was established almost simultaneously — less a central bank in any conventional sense than a currency-control mechanism for the occupation. This 1933 issue was among the earliest notes the institution produced, with printing contracted to the Tokyo Bureau of Engraving and Printing, reflecting the complete absence of any local production infrastructure in the new puppet administration.
The yuan issued here was pegged to the Japanese yen at par — a deliberate policy to bind Manchurian monetary circulation tightly to Tokyo and prevent any independent economic maneuvering by local interests.
