China's commemorative silver program expanded rapidly through the mid-1980s, and the 1986 World Cup issue was among the earlier pieces targeting the international collector market rather than domestic circulation. Mexico '86 was itself a tournament held under unusual circumstances — originally awarded to Colombia, which withdrew in 1982 citing economic pressures, leaving FIFA to reassign hosting rights to Mexico despite the country having already hosted in 1970.

The .800 fineness distinguishes this from companion issues in the same series struck in .999 silver, catalogued separately under KM#140.
