The Fu Ching Bank of Shensi was a provincial institution operating under considerable financial stress during the early warlord period, when Shaanxi was contested territory and local currency confidence was fragile at best. Having the note printed by the Bureau of Engraving and Printing in Peking — a central government facility — lent a degree of official credibility the bank could not generate on its own.
