The 13th World Festival of Youth and Students was held in Pyongyang in July 1989 — the largest event ever hosted by North Korea, with roughly 22,000 participants from 177 countries. The regime spent an estimated $4 billion on preparations, constructing the Ryugyong Hotel, the May Day Stadium, and extensive infrastructure specifically for the occasion. The expenditure was catastrophic for an already strained economy.
KM#19 was struck for the hard-currency tourist and souvenir trade, not domestic circulation. North Korean won was non-convertible and inaccessible to foreign visitors.
