Ahmad Shah ascended the Peacock Throne in July 1909 at age eleven, installed by constitutionalist forces after his father Mohammad Ali Shah was deposed for attempting to dismantle the newly won constitutional government. The 10th anniversary issue of 1919 commemorates a reign that was, by that point, already hollowing out — Ahmad spent increasing periods abroad, and British and Soviet troops had effectively carved Iran into spheres of influence under the 1907 Anglo-Russian Convention.

Catalogued as a pattern (Pn44), this piece almost certainly saw no general circulation. The 1919 date places it squarely in the chaos following the Anglo-Persian Agreement, which Ahmad would sign just months later to considerable domestic outrage.
