Tanumafili II held the position of O le Ao o le Malo — head of state of Samoa — from independence in 1962 until his death in 2007, making him one of the longest-serving heads of state in the Pacific. The 1997 issue falls within a period when the Central Bank of Samoa produced a steady run of commemorative silver pieces largely aimed at the collector market rather than circulation, a revenue strategy common among smaller Pacific nations with limited export economies.
KM#116 is a relatively modest silver issue with no recorded die varieties of note.
